This occurs when hair follicles are damaged or traumatised by friction or from clothing, waxing or shaving. The follicles are then open to invasion by bacteria and can become inflamed.  

Pseudofolliculitis Barbae

This is a disorder that generally occurs on darker skins with curly hair. When  the hairs are cut too short (ie shaving) or post waxing, the hairs curl back into the skin and cause an inflammatory response.
